Originally the district councils were decentralized councils with advisory powers. were elected by the citizens of the respective regions (AB and C). In the two previous
consigliature were replaced by three delegates of the Mayor who had the task of facilitating the attendance requirements and gathering the opinions of citizens in the three areas. I Delegates were elected directly by the Mayor and salaried. The
